The Zemo Partnership has published a comprehensive Delivery Roadmap for Net Zero Transport, outlining critical policy interventions needed to accelerate the United Kingdom’s transition to zero-emission transportation.

The roadmap, developed after extensive consultation with over 200 stakeholders across various sectors, provides a detailed framework for addressing challenges in transport decarbonisation. It emphasises the need for cross-sector collaboration and targeted policy developments to support the UK’s ambitious greenhouse gas emissions reduction target of 81% by 2035.

Key policy recommendations

The roadmap highlights several urgent areas for policy intervention:

1. Electric vehicle infrastructure: Accelerating EV adoption by working with the private sector to strategically plan charging infrastructure and address VAT charging disparities.

2. Fleet decarbonisation: Developing measures to boost production and demand for low-carbon fuels.

3. Travel choices: Enhancing support and information for alternative transportation options like walking, cycling, public transport, car clubs, and ride-sharing.

4. Skills development: Reforming the Apprenticeship Levy and introducing a skills passport to address workforce training needs.

5. Green finance: Improving risk perceptions and facilitating lower-risk financing options.

Stakeholder perspectives

Lord Deben, Chair of the Council for Net Zero Transport, emphasised the complexity of the transport transition. “Addressing transport emissions is a critical part of tackling the existential threat of climate change,” he stated. “The transport transition is a multi-faceted and complex challenge which is why we need to bring people with the widest range of perspectives together.”

Claire Haigh, Zemo Partnership’s Managing Director, stressed the importance of policy stability. “Policy changes and uncertainty are damaging and will slow down the transition,” Haigh said. “We need to coalesce around a shared vision of the future and, together, agree the finer details of policies to avoid future, unhelpful turbulence.”
